Chapter 1. General Provisions
1. These Model rules for admission to study in educational organizations that implement general educational curricula of primary, basic secondary, general secondary education (hereinafter referred to as the Model Rules) are developed in accordance with subparagraph 11) of Article 5 of the Law of the Republic of Kazakhstan dated July 27, 2007 "On Education" (hereinafter - the Law) and subparagraph 1) of Article 10 of the Law of the Republic of Kazakhstan dated April 15, 2013 "On Public Services", which determine the procedure for admission to study in educational organizations that implement general educational curricula of primary, basic secondary, general secondary, education (hereinafter - educational organizations), as well as the procedure for the provision of public services "Acceptance of documents and enrollment in educational organizations, regardless of departmental subordination for training in general educational programs of primary, basic secondary, general secondary education" and "Acceptance of documents for the transfer of children between organizations of primary, base secondary, general secondary education.

2. Educational organizations carry out admission for training in accordance with the Constitution of the Republic of Kazakhstan, the Law, these Rules, other regulatory legal acts, as well as the charters of educational organizations developed on their basis.
3. Enrollment in the number of students is carried out on the basis of the order of the head of the educational organization.
four. It is not allowed to complete classes according to the level of training and the degree of development of students.
5. When accepting students in an educational organization, the heads of educational organizations conclude agreements with parents or other legal representatives of children or students for the provision of educational services in accordance with a standard agreement for the provision of educational services, approved by order of the Minister of Education and Science of the Republic of Kazakhstan dated January 28, 2016 No. 93 , (registered in the Register of State Registration of Regulatory Legal Acts under No. 13227).
6. Excluded by order of the Minister of Education and Science of the Republic of Kazakhstan dated 06/03/2021 No. 275 (shall be enforced from the date of its first official publication).
7. Parents or other legal representatives of the child or student choose educational organizations taking into account the desire, individual inclinations and characteristics of the child or student and in accordance with the conditions of admission.

8. In case of refusal to enroll in education in an educational organization, parents or other legal representatives of the student apply at the place of residence to the local education authorities.
Chapter 2
9. Educational organizations that implement general educational curricula of primary education ensure admission to the first grade of children of six years old and children who turn six years old in the current calendar year, with access to all children living in the service area of the educational organization, regardless of the level of training.
The service area of the educational organization is approved by the order of the education authorities of cities of republican significance, the capital, districts (cities of regional significance).

9-1. Acceptance of documents and issuance of the results of the provision of public services are carried out through the web portal of "electronic government" (hereinafter referred to as the portal) and on paper through organizations of primary, basic secondary, general secondary education (hereinafter referred to as the service provider ).
To receive a public service, parents or other legal representatives of the child (hereinafter referred to as the service recipient ) provide the service provider with a list of documents in accordance with Appendix 1 to the Model Rules.

9-2. Acceptance of documents from parents or other legal representatives of the child entering the first class of educational organizations that implement general education curricula of primary education is carried out from April 1 to August 1 of the current calendar year.
In cases of implementation of restrictive measures by the relevant state bodies, the introduction of a state of emergency, the occurrence of emergency situations of a social, natural and man-made nature in a certain territory, the acceptance of documents in the first class of educational organizations is carried out no later than August 20 of the current year.

9-3. The service recipient who applied through the portal to the "personal account" is sent a notification of acceptance of the request for the provision of public services, indicating the date and time of receipt of the result of the public service (acceptance of documents or a reasoned refusal).

9-4. When applying through the portal to the "personal account" of the service recipient , within one working day, a notification is received about the enrollment of the child from September 1 of the current year to the educational organization, in the form of an electronic document signed by an electronic digital signature (hereinafter - EDS) of an authorized person of the service provider or a reasoned refusal.

9-5. When enrolling, the service provider sends a notice of enrollment from September 1 of the current year to the first three service recipients who applied from the educational organization's service territory, then - of enrollment from September 1 of the current year to 1 (one) applicant not from the educational organization's service territory, from among those who registered first.

9-6. When submitting an application on paper through a service provider , an employee of the service provider registers documents and within one working day issues to the service recipient a receipt in the form, in accordance with Appendix 1 to the Model Rules, that the child will be accepted from September 1 of the current year or a reasoned refusal.
In the case of filing an application on paper, the service provider , when enrolling a child, sends a notification of enrollment from September 1 of the current year to the first three service recipients who submitted an application from the service territory of the educational organization, then - about enrollment from September 1 of the current year to 1 (one) applicant not from the service territory educational organizations, from among those who registered first.
The order for admission to the first class is issued by the educational organization no earlier than August 25 of the current year.

9-7. When children are admitted to the first grade of gymnasiums and lyceums, examinations are held until June 15 of the calendar year, the terms, forms and tasks of which are determined by educational organizations independently.

10. Acceptance of documents for the transfer of children between organizations of primary, basic secondary, general secondary education is carried out during the vacation period (except for the presence of a court decision, moving to another locality, leaving the Republic of Kazakhstan), in accordance with the state service "Acceptance of documents for transfer of children between organizations of primary, basic secondary, general secondary education" in accordance with Appendix 2 to the Model Rules through a portal or a service provider on paper.

10-1. To receive the state service "Acceptance of documents for the transfer of children between organizations of primary, basic secondary, general secondary education", the service recipient submits through the portal or on paper a list of documents specified in the standard of public services in Appendix 2 to the Model Rules.

10-2 In case of applying through the portal to the "personal account" of the service recipient , a notification is received about the transfer of the student from one organization to another educational organization, indicating the last name, first name, patronymic (if any), date of birth, class, language of instruction and school ( telephone, postal address, e-mail address (official Internet resource) signed with an electronic digital signature (hereinafter - EDS) of an authorized person of the service provider , in case of refusal to provide a public service - a reasoned refusal indicating the reasons for the refusal.

10-3. When receiving documents on paper from the service recipient , the service provider issues an absentee ballot for submission to the organization of arrival, indicating the last name, first name, patronymic (if any), date of birth, class, language of instruction and school (telephone, postal address, email address (official Internet resource) or a reasoned refusal.

10-4. In case of receiving the service on paper , the service provider , to which the student arrives, provides an absentee arrival certificate, which indicates his last name, first name, patronymic (if any), date of birth, class, language of instruction, school (postal address, telephone, email address (official Internet resource).

10-5. The original absentee ballot on arrival (documents are issued after the original absentee ballot on arrival to another organization of secondary education is provided) is provided to the organization of secondary education from which the student leaves to receive documents (personal file of the student).
The service provider issues documents to the service recipient (personal file of the student). The service recipient provides documents (personal file) to the educational organization to which he arrives.
Educational organizations issue orders and conduct reconciliations on the enrollment / expulsion of a student to / from a secondary education organization.

10-6. In case of overcrowding of class-sets and non-compliance with the deadlines for submitting an application established in these rules , the service provider refuses to accept the application.

10-7. The Service Provider ensures that information about the stage of provision of public services is entered into the information system for monitoring the provision of public services in accordance with subparagraph 11) of paragraph 2 of Article 5 of the Law.

eleven. Admission of students to the second, third, fourth, fifth, sixth, seventh, eighth, ninth grades of educational organizations that implement general educational curricula of primary and basic secondary education is carried out with access to students living in the service area of the educational organization.
12. Admission of students to the tenth, eleventh (twelfth) grades of educational organizations that implement general educational curricula of general secondary education is carried out with access to students living in the service area of the educational organization, and on the basis of a personal application of students or a statement from their parents or other legal representatives , as well as the availability of a state document on basic secondary education.
Applications are accepted until August 15 of the calendar year.

13. Admission of students to the tenth, eleventh grades of gymnasiums, lyceums is carried out in accordance with the charter of the gymnasium, lyceum on the basis of a personal application of students or an application from their parents or other legal representatives and the availability of a state document on basic secondary education without taking into account the service area of these types of educational organizations .
fourteen. Gymnasiums and lyceums form general education classes to ensure the acquisition of a mandatory amount of knowledge, determined by the state compulsory education standards of the Republic of Kazakhstan, with access to students living in the service area of the educational organization.
15. Admission to training in specialized educational organizations is carried out on a competitive basis (hereinafter referred to as the competition).
A specialized educational organization places a quota on its Internet resource that allows the formation of class-sets during competitive selection.

16. Acceptance of documents for participation in the competition from a parent or other legal representative of a child entering a specialized educational organization is carried out from February 1 to April 15 of the current calendar year, additional terms are established by the authorized body in the field of education of the Republic of Kazakhstan.

17. By order of the head of a specialized educational organization, a responsible person is appointed to receive documents. The responsible person is responsible for creating an electronic database of applicants (name of the specialized educational organization, full name, IIN, class, language of instruction, email address, copies of diplomas (if any)) for participation in the competition.

18. To participate in the competition, the parent or other legal representative of the child must register on the Internet resource of the specialized educational organization within the established time limits or provide the following documents to the responsible person of the specialized educational organization:
1) a statement from a parent or other legal representative of the child;
2) a copy of the child's birth certificate indicating the IIN;
3) certificate of the child from the place of study with a photo, certified by the seal of the organization, indicating the electronic address of the applicant;
4) a photograph of a child sized 3x4 in the amount of 2 pieces;
5) copies of documents confirming belonging to socially vulnerable categories of the population.
If there is an information system, the documents specified in this paragraph are provided in electronic format. In the absence of an information system, scanned documents are sent to an email address or provided in paper format to the office of a specialized educational organization.

18-1. The socially vulnerable categories of the population, from which 15% of the total number of students will be selected, include:
children from rural families receiving state targeted social assistance;
children where one of the parents has a disability of the first group;
families with or raising a child with a disability;
orphans and children left without parental care;
orphans, children left without parental care living in families;
children from families requiring emergency assistance as a result of emergencies;
families who lost their homes as a result of environmental disasters, natural and man-made emergencies;
families of persons who perished (deceased) in the performance of state or public duties, military service, in the course of preparing or carrying out a flight into outer space.

19. The basis for refusal to accept documents may be submission of an application for participation in the Competition later than the established deadlines or an incomplete package of documents.

20. After the completion of the acceptance of documents, within 2 working days, the responsible person of each specialized educational organization transfers the electronic database of students to participate in the competition to the Daryn Center for the development of test materials.

21. By order of the head of the " Daryn " Center, a responsible person is determined to work with the electronic databases of applicants.

22. To organize and conduct a competition for admission to study, the Center " Daryn " creates a competition commission.

23. The competition commission includes the chairman of the competition commission, employees of the territorial bodies of the Committee for Quality Assurance in Education and Science of the Ministry of Education and Science of the Republic of Kazakhstan, the educational and methodological council of the Daryn Center , special monitoring groups, representatives of public organizations in the field of education.

24. The chairman of the competition commission is selected from among the members of the commission. The number of members of the commission must be an odd number, but not less than seven people.

25. A specialized educational organization approves quotas:
1) in the amount of 10% of the total number of students admitted to grade 7 for the winners of the national intellectual Olympiad from rural schools " M yn bala";
2) in the amount of 15% of the total number of students admitted to grades 5, 6, 7, 8 and 10 for socially vulnerable categories of the population specified in paragraph 18-1) of these Rules.

25-1. Students referred to in paragraph 25 to these rules, admitted to grades 5, 6, 7, 8 and 10, are provided with meals at the expense of budgetary funds by decision of local executive / representative bodies and / or the governing body of an educational organization of all forms of ownership.

25-2. After the acceptance of documents is completed, the tender commission checks the submitted documents for compliance with the selection criteria and requests the original supporting documents.

26. Competitive materials for selection to specialized educational organizations are developed and approved by the educational and methodological council of the " Daryn " Center.

27. The competition is held from May 15 to June 15, weekly on Saturday and Sunday. Additional dates for the Competition are established by the authorized body in the field of education of the Republic of Kazakhstan before the start of the next academic year.

28. The schedule of the competitive selection is posted on the Internet resources of specialized educational organizations and the Center " Daryn " 10 working days before the start of the competition.

29. The competition is held offline (in the form of testing). The operator coordinates the conduct of the competition in electronic format with specialized educational organizations.

30. Test materials for the competition are delivered to specialized educational organizations in paper form, (sealed) by the staff of the " Daryn " Center the day before the start of the competition.

31. The competition is held in each region on the basis of a specialized educational organization, determined in advance by the " Daryn " Center in agreement with local executive bodies. The competition and summarizing the results is held among applicants for enrollment in a specialized educational organization in the context of each specialized educational organization.

32. To ensure transparency in the admission of students in a specialized educational organization, video surveillance and audio recording systems are installed that are used to launch into the building, audiences and venues for competitive selection. A specialized educational organization is equipped with technical equipment for the Competition.

33. Testing for applicants:
1) in grade 7 includes 75 questions on subjects:
mathematics and logic - 55 questions;
reading literacy - 10 questions;
history of Kazakhstan - 10 questions.
2) in grade 6 includes 60 questions on subjects:
mathematics and logic - 35 questions;
reading literacy - 15 questions;
history of Kazakhstan - 10 questions.
3) in grade 5 includes 40 questions on subjects:
mathematics and logic - 30 questions;
reading literacy - 10 questions.
4) in grade 10 includes 95 questions on subjects:
mathematics and logic - 60 questions;
reading literacy - 10 questions;
history of Kazakhstan - 25 questions.

34. The time allotted for testing in Grade 7 is 120 minutes, in Grade 6 - 90 minutes, in Grade 5 - 60 minutes, in Grade 10 - 180 minutes (this time does not include the time for distributing test materials, filling out sectors of the Answer Sheet , as well as time for explanatory work).

35. When calculating the final test results, the number of correct answers is multiplied by the factor "4" (four), while one wrong answer is multiplied by the factor "-1". Thus, the total is calculated (4* correct answers +( -)* wrong answer = total final score).

36. The processing of the results is carried out by the competition commission by scanning the answer sheets, the results are obtained through the unified verification system of the " Daryn " Center. Questionnaire book is not considered.

37. There is no appeal based on the results of competitive selection.

38. Winners and prize-winners of the regional stage of the diploma of participation in the republican Olympiads held by the Daryn Center , regional, Nur-Sultan, Almaty, Shymkent education departments with the same number of points scored have an advantage when enrolling in a specialized educational organization.

39. Competitive selection for applicants entering specialized educational organizations, with the exception of " Bilim -innovation" lyceum ", is carried out in one round (testing). Competitive selection and admission to Bilim -innovation" lyceum "is carried out in the manner determined by the International Public Fund" Bilim -innovation".

40. Enrollment of applicants for training in a specialized educational organization, including those specified in subparagraph 2) of paragraph 25 of these Rules, is carried out from the maximum number of points in accordance with vacant places in the context of specialized educational organizations.

41. The results of the competitive selection of applicants are drawn up in the protocol of the competitive commission and posted on the Internet resources of the Daryn Center and the specialized educational organization no later than the next day after the competitive selection.

42. Based on the results of the competition, the head of a specialized educational organization, before the start of the academic year, issues an order on the admission of applicants who have passed the competitive selection to a specialized educational organization.

43. The competition commission forms a reserve list of applicants from among the applicants of the competition who are not included in the main vacancies, by the amount of points scored in descending order and is posted on the Internet resource of a specialized educational organization.

44. Applicants enrolled in the reserve list may be admitted to specialized educational organizations during the academic year if there are vacancies. The availability of vacancies is posted on the Internet resource of a specialized educational organization.

45. When places are vacated in grades 8-11, a specialized educational organization conducts a competitive selection independently, but not more than the approved number of students in accordance with the Sanitary and Epidemiological Requirements for Educational Objects, approved by order of the Minister of Health of the Republic of Kazakhstan dated August 16, 2017 No. 611 (registered in the Register of State Registration of Normative Legal Acts under No. 15681).

46. Specialized educational organizations that provide education aimed at in-depth mastering the basics of military affairs, sports, and arts by gifted children, in accordance with the School Charter, conduct the second round of applicants, taking into account functional professional, psychological and physiological data

47. A complaint against the decision, actions (inaction) of the service provider on the provision of public services may be filed in the name of the head of the service provider , to the authorized body for assessing and monitoring the quality of the provision of public services, in accordance with the legislation of the Republic of Kazakhstan.
The complaint of the service recipient , received by the service provider , in accordance with paragraph 2 of Article 25 of the Law of the Republic of Kazakhstan "On Public Services" is subject to consideration within 5 (five) business days from the date of its registration.
The complaint of the service recipient , received by the authorized body for assessment and control over the quality of the provision of public services, is subject to consideration within 15 (fifteen) working days from the date of its registration.
48. In cases of disagreement with the results of the provision of public services , the service recipient applies to the court in accordance with the procedure established by the legislation of the Republic of Kazakhstan.
