Rules for the provision of the public service "Acceptance of documents for the organization of individual free education at home for children who, for health reasons, for a long time cannot attend organizations of primary, basic secondary, general secondary education" (hereinafter referred to as the Rules)
1. General Provisions
1. These Rules for the provision of public services "Acceptance of documents for the organization of individual free education at home for children who, for health reasons, for a long time cannot attend organizations of primary, basic secondary, general secondary education" (hereinafter referred to as the Rules) are developed in accordance with subparagraph 1) Article 10 of the Law of the Republic of Kazakhstan dated April 15, 2013 "On public services" (hereinafter - the Law) and determine the procedure for its provision.
2. The following concept is used in these Rules:
1) public service standard - a list of basic requirements for the provision of public services, including the characteristics of the process, form, content and result, as well as other information, taking into account the specifics of the provision of public services.
3. The state service "Acceptance of documents for the organization of individual free education at home for children who, for health reasons, for a long time cannot attend organizations of primary, basic secondary, general secondary education" (hereinafter referred to as the public service) is provided by organizations of primary, basic secondary, general secondary education (hereinafter referred to as the service provider ).
2. The procedure for the provision of public services
4. To receive a public service, an individual (hereinafter referred to as the service recipient ) submits to the service provider through the service provider 's office , or through the "electronic government" web portal www.egov.kz (hereinafter referred to as the portal) a package of documents in accordance with Appendix 1 to these Rules.
When providing a package of documents through the office of the service provider the service provider accepts the application and the package of documents and transfers the documents of the service recipient to the head of the service provider . An employee of the service provider 's office issues a receipt for the acceptance of documents (in any form) to the service recipient .
When the service recipient provides an incomplete package of documents and (or) expired documents, the service provider prepares a reasoned refusal to further consider the application in the form in accordance with Appendix 2 to these Rules.
5. When applying through the "electronic government" web portal www.egov.kz , the service recipient selects an electronic state service in the "Education" section, fills in the electronic request fields and attaches a package of documents.
The service provider , within two working days, processes (verifies, registers) the electronic request of the service recipient and sends a notification of acceptance of documents to the "personal account" of the service recipient on the portal in accordance with Appendix 3 to these Rules or prepares a reasoned response on further consideration of the application in the form in accordance with Appendix 2 to to these Rules and sends to the "personal account " of the portal.

6. The documents of the service recipient are considered by the head of the service provider to determine the class, language of instruction. The head, after consideration, transfers the documents to specialists for organizing individual free education at the child's home.
7. The service provider forms an order for enrollment in individual free education at home.
8. The service provider shall ensure that information about the stage of provision of public services is entered into the information system for monitoring the provision of public services in accordance with subparagraph 11) of paragraph 2 of Article 5 of the Law.
3. The procedure for appealing against decisions, actions (inaction) of the service provider to local executive bodies, cities of republican significance and the capital, district (city of regional significance), and (or) its officials on the provision of public services
9. A complaint against the decision, actions (inaction) of the service provider on the provision of public services may be filed in the name of the head of the service provider , to the authorized body for assessing and monitoring the quality of the provision of public services, in accordance with the legislation of the Republic of Kazakhstan.
The complaint of the service recipient , received by the service provider directly providing the public service , in accordance with paragraph 2 of Article 25 of the Law of the Republic of Kazakhstan "On Public Services" is subject to consideration within five working days from the date of its registration.
The complaint of the service recipient , received by the authorized body for assessing and monitoring the quality of the provision of public services, is subject to consideration within fifteen working days from the date of its registration.
10. In cases of disagreement with the results of the provision of public services , the service recipient has the right to apply to the court in accordance with the procedure established by the legislation of the Republic of Kazakhstan.

5 The result of the provision of public services The result of the provision of public services:
1) a receipt for the acceptance of documents (in any form);
2) an order for enrollment in individual free education at home.

On the portal, the result of the provision of public services is sent and stored in the "personal account" of the service recipient in the form of an electronic document.
6 The amount of payment charged from the service recipient in the provision of public services, and methods of its collection in cases provided for by the legislation of the Republic of Kazakhstan The public service is provided free of charge to individuals.
7 Schedule Service provider : from Monday to Saturday inclusive, except weekends and holidays, from 9.00 to 18.30 with a lunch break from 13.00 to 14.30, according to the Labor Code of the Republic of Kazakhstan.
The application is accepted and the result is issued from 9.00 to 17.30 with a lunch break from 13.00 to 14.30.
Pre-registration and expedited service are not provided.
Portal - around the clock, with the exception of technical breaks related to repair work (when the service recipient contacts after the end of working hours, on weekends and holidays in accordance with the labor legislation of the Republic of Kazakhstan and Article 5 of the Law of the Republic of Kazakhstan dated December 13, 2001 "On holidays in Republic of Kazakhstan" acceptance of applications and issuance of the results of the provision of public services is carried out on the next business day).

eight The list of documents required for the provision of public services When the service recipient contacts the service provider :

The service provider receives the consent of the service recipient to use information constituting a legally protected secret contained in information systems in the provision of public services, unless otherwise provided by the laws of the Republic of Kazakhstan.
9 Grounds for refusal to provide public services, established by the legislation of the Republic of Kazakhstan In the event that the service recipient provides an incomplete package of documents and (or) expired documents for receiving a public service, the service provider refuses to provide the public service and issues a notice of refusal to accept documents in the form in accordance with Appendix 3 to these rules for the provision of public services.
ten Other requirements, taking into account the specifics of the provision of public services, including those provided in electronic form and through the State Corporation The service recipient has the opportunity to obtain information on the procedure and status of the provision of public services through a single contact center for the provision of public services.
Contact numbers of the service provider 's inquiry services on the provision of public services are posted on the Internet resource of the Ministry: www.edu.gov.kz in the "Public Services" section. Unified contact center for the provision of public services: 8-800-080-7777, 1414.
The service recipient has the opportunity to receive public services in electronic form through the portal, subject to the availability of an EDS.
The service recipient has the opportunity to receive information about the procedure and status of the provision of public services in remote access mode through the "personal account" of the portal, the service provider 's inquiry services , as well as the Unified Contact Center "1414", 8-800-080-7777.
Electronic request of third parties, subject to the consent of the person in respect of whom the information is requested, provided from the "personal account" on the portal, as well as through the subject's mobile subscriber number registered on the portal by transmitting a one-time password or by sending a short text message as a response to portal notice.
